Go to workout spot and work out for awhile, but dont work out until it says you cant anymore. Walk outside and then come back in. Keep doing that until you have your muscle all the way up.

Hint:
If you go into a bar, (especially one with a pool table), repeatedly shoot the place up, and save your game, when you go back to the bar, you won't be able to play pool anymore and the bartender and pedestrians will either duck or put their hands up. Not only will it be like that in the bar you shot up, it will be like that in EVERY bar you go into, no matter which city. To prevent it from happening again, go into the bar a couple of times and don't shoot anything. After awhile, everything will be back to normal.

How to find a Lawnmower:
In Mulholland, there is a road which leads to a Safehouse, come out of that road and tuen left, carry on driving or running or whatever straight until you reach the end of the bridge. Enter the 3rd house with 2 big pillars on the side. Carry on straight, past the Garages and you should see a lawnmower on the grass.
